It is a topic placed value by refugee welcoming states that there is a must to improve public policies accordingly for the work-force with refugee or refugee-like status forced out of their countries to be evaluated in a different category from the ones voluntarily migrating with the hope of a better life standard. At this point, the importance of the integration of the refugee doctors to the national health system is of prime interest. However, it has been realized that there is a wide range of different state practices with respect to the practice of recognition of the professional competence of the doctors transferred from home country, and the integration of these competencies to the national health system. Since 2013, Turkey facing with the spontaneous and mass migration from Syria, bringing Syrian doctors whose numbers cannot be disdained. During the process, with the contributions from the national, international actors and under the coordination of the Ministry of Health, Turkey has adopted a method certifying the Syrian migrant doctors in the migrant health centers for the Syrian refugees. As a result of this certification process, Syrian migrant doctors have begun to be employed in migrant health centers in primary care health services for Syrian refugees. Regarding the importance of refugee doctors’ integration to the national health systems, this study aims at analyzing the employment of Syrian doctors is an exceptional example of “practice” in emergency conditions.
